PS4 owners are currently receiving notifications that they have been gifted $10 from PlayStation. Here is an image of what the notification looks like.
There’s no official reason why PS4 users are receiving random $10 top ups to their PlayStation store account, but the rumor is because they have bought the PS4 Pro. Many who said they have received a $10 voucher, have also said they own a PS4 Pro.
